�Crossbench peers� contribution to the legislative process�
Crossbench Convenor Baroness D�Souza commissioned the above paper which was circulated on 16 March 2010. It outlines the work of several Crossbenchers who have recently crafted legislation or influenced public policy by: tabling amendments; successfully putting a case for government amendments; tabling private members' bills; or by obtaining on-the-record assurances from government in response to probing amendments etc.
The paper also links this work to the independence and diverse expertise that those Crossbenchers bring to the House of Lords, where that has helped them to build coalitions with stakeholders and across party lines within Parliament.
Included in the paper are outlines of successful amendments that:
� Help to make Business Improvement Districts more effective (Business Rate Supplements Act, 2009);
� Guarantee access for certain failed asylum seekers to secondary healthcare and treatment for HIV / AIDS (Health Act, 2009);
� Replaced proposed compulsory treatment for Jobseeker�s allowance and employment support allowance claimants dependent on drugs with a requirement to attend assessments for treatment (Welfare Reform Act 2009);
� Blocked the 42 day detention-without-charge for terrorist suspects proposal (Counter-Terrorism Act 2008);
� Strengthen rights for two million council house dwellers (Housing and Regeneration Act, 2008);
� Blocked the amalgamation of HM�s Prisons Inspectorate into an overarching Justice Inspectorate (Police and Justice Act, 2006).
