Oxford joined other Peers in raising the issue of
ensuring that export controls do not affect free
movement of ideas in academic / scientific
research. HM Government responded by undertaking
to monitor the operation of the controls with
representatives of higher education institutes
after one year, rather than three years as
originally proposed. The Minister also clarified
that the controls do not apply to transfers to
