Sexual Offences (Amendment) Bill - Second Reading. Crossbench Peer and MENCAP President L Rix introduced this Bill. Presently, lighter penalties are enacted against those convicted of the rape or sexual assault of persons lacking capacity to consent to sexual relations or with vulnerable adults, than for those convicted of the same offences against other members of society. L Rix's Bill would bring penalties against the former into line with the latter. Two Crossbench Peers spoke: L Rix and V Tenby.

Prayer to annul the Court of Protection (Enduring Powers of Attorney) (Amendment) Rules 2002. Crossbench Peer B Greengross tabled a "Prayer to annul" a Government regulation which would increase the charge for granting Enduring Power of Attorney by 300%. She withdrew the annulment prayer after receiving assurances from HM Government that the Public Guardian's Office would notify those applying henceforth and since 17 April 2002 of a remission scheme for those unable to afford the new charge.
